Is a building permit required for a deck (altan)?

A deck under 1.8 metres above ground normally does not require a permit. A deck higher than that, or one with a roof, may require a permit. Since 2019, a deck is permit-exempt within 3.6 metres from a one- or two-family house if the height is max 1.8 metres, under PBL 9 kap. 4 f §.

What is the difference between staket, plank and mur?

A staket is a see-through enclosure, usually under 1.1 metres. A plank is a denser and taller enclosure that requires a permit above certain dimensions. A mur is a built wall structure that always requires a permit if higher than 0.5 metres within a detailed-planned area.

How tall a staket may I build without a permit?

Generally, a staket up to 1.1 metres in height does not require a permit. Above that height it is normally classed as a plank and a permit may be required. The friggebod rule does however allow sheltered patios with a plank up to 1.8 metres within 3.6 m from the dwelling house.

What are the attefall rules?

The attefall rules grant permit exemption for certain measures on one- and two-family houses: attefallshus 30 sqm, extension 15 sqm, dormer windows (max two) and conversion of an additional dwelling. A notification is required and a startbesked before the work may begin, under PBL 9 kap. 4 a-c §§.

May I build a plank on the property line?

A plank closer than 4.5 metres from the property line requires the neighbour's consent under the friggebod rule in PBL 9 kap. 4 §. Without consent, a permit is required. Zaragoza AB always recommends written consent to avoid future disputes.

Is a permit required for a pool?

A pool in itself normally does not require a permit, but a pool enclosure, a deck around the pool, or a safety fence higher than 1.1 metres may require a permit. A safety measure against drowning (at least a 0.9 m fence) is mandatory under Ordningslagen 3 kap. 5 §.

What happens if I build a deck without a permit?

Unauthorised construction can lead to a byggsanktionsavgift under PBL 11 kap. and PBF 9 kap. The fee is often substantial, and the municipality can order demolition or a retrospective permit application. A permit is, however, not granted if the measure conflicts with the detailed plan.
